Storyboards serve two main purposes:

First, as a quick way to gauge whether a scene will work or not. It is fast, and not very expensive, giving the director an opportunity to try different storytelling methods, and if it works on paper, it'll probably work on film.


Second, It helps the producer budget the special effects and necessary equipment that might be needed for any given scene, such as weapons, explosions, vehicles or rain machines, etc..
